Program Management and Delivery of a large sized implementation of a workflow system across multiple businesses with internal users, external users, mobile and web based interfaces, customized workflows, reporting and systems interfaces.

SEPTech has played a vital role in setting the Enterprise Licensing Permitting (ELP) program for Government Agencies on track. We have been the critical factor through project re-scoping & re-planning, technology solutioning and design, technical architecture, requirements finalization and sign-off, joint review sessions, testing adequacy, governance, managing environments, project management, vendor negotiations, vendor oversight, performance testing, user training, security accreditations, go-live cut-over planning, production deployment planning, and application support model.

Our project personnel have led many tasks including:

  • An assessment of the various teams including system integrator personnel, and a recommendation on suggested steps to rectify weaknesses in order to have a successful project.
  • An assessment of the project state, and recommendations for immediate next steps to stop faulty execution.
  • An evaluation of the solution design, and recommendations on a major redesign and correction of erroneous focus and competencies.
  • Led the process of a detailed scope analysis of the entire platform creation plan, and its sub-component releases.
  • Lead Discussion on Scope Finalization and gaining Agency approval on the recommended approach.
  • Overall program management and governance of the project.
  • Communications across various agencies and interested personnel.
  • Redesign and implementation of the project management & project reporting methodologies.
  • Oversight of the technology development function including design and architecture, code reviews, infrastructure design, security, and environment configurations.
  • Managing the processes of problem resolutions (system performance inadequacies, defect resolution ineffectiveness etc.) at deeply technical levels.
  • A review of QA test cases for adequacy, and improvement of effectiveness and completeness of QA test suite.
  • Instituted a rigorous defect triage and resolution management process to address production issues. Enforced a strict verification process and sign-off in lower environments before promoting code-fixes to production.
  • Designed an effective go live cutover plan and a comprehensive schedule.
  • Designed an effective mock pre-production and go-live data conversion and migration activity plan.

Project 2


Program Management and functional leadership for an Enterprise Resource Planning (ERP) platform implementation with a custom browser based interface with a high level of user based customizability, real time pub/sub based communications synchronizing all user views, reporting platforms, sync/async system interfaces, and real time dashboards.

Provided program management and team leadership for the project, setting up a resource management platform to schedule daily and special situations workload; measure the assignment completion status; quickly create operations boards to accommodate the unique routes and the types of routes for each garage; assign personnel based on qualifications, seniority, and various other union rules to cleaning routes; assign equipment based on capabilities to cleaning routes; manage the status and condition of equipment; manage external equipment particularly for snow situations; manage personnel processes; manage medical processes; manage dump sites, and leased dump site capacity; manage transfer stations and many other operational activities. Furthermore, this system will also enable response to emergency situations and snow cleaning operations in a very methodical and carefully managed manner. The project was designed to use PeopleSoft as a primary backend platform, and a complex Java-based user-interface. A drag-and-drop oriented solution, the application incorporates a variety of complex technical features including integration of a PeopleSoft backend to a Java frontend; automated real-time synchronization of changes made by multiple users; automated distribution of changes to all other relevant users; an easily customizable operations board to suit the specific tasks (from a formidably long list) of a sanitation garage which differ significantly by shift and each day of the week; a fast easy-to-use drag-and-drop oriented frontend; real-time dashboards displaying summary data constantly; ease of incorporating additional resources quickly under duress situations, etc.

    • Redesign and implementation of the project management & project reporting methodologies for the project.
    • Instituted new business analysis processes geared towards increasing document quality and a more transparent tracking and management process for functional specification finalization.
    • Oversight of the technology development function including architecting, design, code reviews, infrastructure design, hardware configuration.
    • Managing the processes of problem resolutions (system performance inadequacies, defect resolution ineffectiveness etc.) at deeply technical levels.
    • A review of QA test cases for adequacy, and improvement of effectiveness and completeness of QA test suite.

    • Oversaw all OCM and Training activities.
